GLOBAL
CLIMATE NEGOTIATIONS
The goal
of this exercise is to establish binding emissions reduction targets agreed
upon by all countries. These targets should include the following information:
- How much?
(in percent reduction in emissions)
- By when?
- By whom?
(e.g. will all countries reduce equally?)
- How will
these targets be enforced?
In the negotiations,
teams should be paying attention to the following issues:
- Will
you allow trading of rights to emit?
- Will
you give credit for certain behaviors (e.g. knowledge transfer)?
- What
kinds of rewards/incentives or punishments will lead to the most effective
enforcement?
- How do
you deal with responsibility and equity issues between countries?
- How should
any treaty be implemented (e.g. should some countries be expected to
come into line earlier than other countries)?
Each group
must take this agreement back to their country for ratification, so they
must be sure that the agreement is one that the government of their country
will ratify.
Sample schedule:
1:00 - 2:00: opening speeches (each country has a maximum of 3 minutes)
2:00 - 2:30: first round negotiations
2:30 - 2:40: break
2:40 - 3:00: report on proposals as they stand
3:00 - 3:30: second round negotiations
3:30 - 4:00: agreement and wrap-up
